Most Noble Lwów City Councilors!
It is always the hereditary virtue of our public assemblies and the goal toward which we strive that the common people, even in such difficult times for the Commonwealth, should be preserved in their rights, especially regarding public taxes, maintaining equality among people of all estates, so that one does not pay to the detriment and at the expense of another; you should therefore take this into account. It is a duty to know well the wealth of each person in relation to the proportion of contributions and to order them to pay what they can afford. Therefore, the Gentlemen are aggrieved that the suburbanites from the Halych Gate bear extraordinary burdens, for who has ever heard of a poor man from a house – just as you order them to pay – giving […], while others pay a zloty.
If this is so, then although our treasury courts have the power to adjudicate all taxes so that everyone pays them fairly and without evasion, the contribution should nevertheless be collected without extortion. The tax collector should be satisfied only with what has been designated for him, without taking such a large receipt fee. The Gentlemen Brothers have therefore commissioned me to admonish you to treat poor people differently, for we will talk about this more broadly at the next sejmik – if God grants and there is an opportunity for it. These suburbanites are also troubled by the fact that various envoys are quartered with them and bother them,
[P. 3]
for it is important that the suburbs be populated to pay those taxes which, in turn, will be enacted for the Commonwealth at the Sejm – empty plots will not pay them. We wish equal prosperity to the suburbanites as to the whole city. Therefore, let consideration be given to these people. There is, after all, a tenement house where the envoys stay, so they should be placed there so that the poor people may have peace. Having reported this to you, I diligently commend myself to your friendship for the time being.
From Wisznia, March 7, 1671.
Your Gracious Lords' well-wishing friend and willing servant,
Michał Fredro, Podstoli of Podolia, Marshal of the Knightly Circle of the Ruthenian Voivodeship

Reading notes
Discrepancy with the inventory description: the inventory contains an incorrect year '1611' (a result of an OCR error); the document and the archival cover clearly show the year 1671. Michał Fredro appears as the marshal of the knightly circle of the Ruthenian Voivodeship (the sejmik in Sądowa Wisznia), not of a confederation (in the inventory: 'маршал конфедератів').
